Ray S. Mey, (FBI, Ret.)

Mr. Mey has over 30 years of security and law enforcement experience, including 23 years of federal law enforcement/counterterrorism experience. Former Acting Section Chief of the Counter Terrorism Operational Response Section at FBI headquarters in Washington, DC, Mr. Mey has served in leadership roles in a wide range of major political, sporting, and other events. He has extensive experience in crisis management and tactical operations, including serving in key leadership roles in the resolution of numerous hostage and other crisis incidents while assigned to the FBI’s Hostage Rescue Team. He served as the FBI’s senior representative to the transition planning office for the design and strategic implementation of the new Department of Homeland Security.

Mr. Mey has held key FBI management, operational, and consulting roles for the 1996 Democratic and Republican Conventions; the 1997 Presidential Inaugural; the 1999 turnover of Hong Kong to the Republic of China; the 2004 G8 Summit, Sea Pines Island, Georgia; the 2006 G8 Summit, St. Petersburg, Russia; the 2008 APEC Meetings, Lima, Peru; and the 2012 Summit of the Americas, Cartagena, Columbia.

Mr. Mey served as FBI Olympic Security Coordinator for the 2006 Olympic Winter Games in Torino, Italy, and had responsibility for US counterterrorism operations involving 1400 FBI personnel supporting the 2002 Olympic Winter Games in Salt Lake City, as well as leading roles with regard to security for four other Olympic Winter and Summer Games. Other major sporting events in which Mr. Mey has held, or holds, key security roles include: the 1998 Super Bowl, San Diego, CA; the 1998 World Commonwealth Games, Malaysia; the 1998 World Cup, Paris, France; the 2000 World Cup, Seoul Korea; the 2007 Pan American Games, Rio De Janeiro; the 2007 World Boxing Championships, Chicago, Illinois; the 2011 AFC Asian Cup, Doha, Qatar; the 2011 Southeast Asian Games, Jakarta, Indonesia; the 2011 FIFA Under 20 World Cup, Bogota, Columbia; and the 2015 Pan Am Games, Toronto, Canada.

Mr. Mey is Lead Instructor and Security Consultant to the US State Department Anti-Terrorism Assistance (ATA) Program in Washington, DC. He is a Senior Instructor with the Qatar Institute of Advanced Security Studies (QIASS) and an Adjunct Faculty member with the University of Southern Mississippi. From 2006 to 2008, he served as an Adjunct Faculty member at the University of Maryland.

Mr. Mey has an MA in Psychology from Rhode Island College (1978) and a BA in Sociology/Psychology from the University of Rhode Island (1975).

A graduate of the FBI Academy, Mr. Mey has been awarded the FBI Medal of Merit and the FBI Shield of Bravery.
